जो पारंपरिक मूल्य समाज की प्रगति को अवरुद्ध करते र्हैी ऐसे मूल्यों का बहिष्कार करने की माँग करते हुए रघुवीर सहाय ने विकासशील एवं स्वस्थ मूल्यों की भित्ति पर समाज के स्वरूप को बदलने की कामना प्रकट करते हैं।

रघुवीर सहाय ने अपनी कविताओं में मानव-जीवन की श्रेष्ठता का प्रतिपादन किया है।वे मानते है कि मनुष्य में बहुत सारी शक्तियाँ हैं, जीवन की कठिनाइयों का सामना करने की शक्ति भी है और वह त्याग और बलिदान की प्रतिमूर्ति हैं।

कवि रघुवीर सहाय चाहते हैं कि व्यक्ति को अपने अधिकारों के प्रति सतर्क रहना चाहिए।हर एक व्यक्ति को जीवन में कई प्रकार की कठिनाइयों का सामना करना पड़ता है परंतु इनसे घबराकर जीवन को बोझ नहीं समझना चाहिए। जीवन में कई उतार-चढाव आते रहते हैं।स्वस्थ एवं चिरंतर मूल्यों में आस्था रख कर व्यक्ति को अपने लक्ष्य को प्राप्त करने का प्रयत्न करना चाहिए।मूल्यों में आस्था व्यक्ति को शक्ति को प्रदान करती है।

‘कम से कम’ वाली बात न हमसे कहिए। 4
पीड़ित, शोषित, गरीब एवं दुखी व्यक्तियों के प्रति सहानुभूति की भावना रखना, हर एक सामाजिक का कर्तव्य है। प्रेम-एकता और मैत्री की भावना समाज में संवेदनात्मक मूल्यों के कारण हो सकती है।मजदूर और किसानों के परिश्रम से ही देश उन्नति करता है। कवि चाहते हैं कि पीडितों के प्रति सहानुभूति व्यक्त कर न की स्थिति में सुधारलाने का प्रयत्न करना हमारा कर्तव्य है।

खबर वतानुकूलित कक्ष में तय कर रही होगी

अपने साथी कलाकारों और साहित्यकारों से रघुवीर सहाय ने ऐसे मूल्यों की स्थापना करने की दिशा में जन-चेतना को जागृत करने को कहा, जो समाज के लिए कल्याणकारी हों।इस बात को लेकर वे चिंता प्रकट करते हैं कि जिन रचनाकारों का कार्य समाज को सही दिशा दिखाना होता होता है वे साहित्यकार गरीबी और गुलामी के बारे में नहीं सोच रहे हैं।

रघुवीर सहाय मानते है कि समाज में किसानों को आदर मिलना चाहिए। दिन-रात मेहनत कर जो किसान हमें भर पेट खाना खिलाता है उनकी समस्याओं को दूर करने में संबंध में सोचना हमारा कर्तव्य है। वे लिखते हैंः
त्यागी है औ तपसी है मजूर महान है
देश का दुलारा है और भारत की शान है
और ये किसान तो जाने भगवान है
दिल न दुखाना भाई किसी का जमाने में।
कवि रघुवीर सहाय ने युगीन परिवेश का सूक्ष्म निरीक्षण किया और विघटित मानव मूल्यों को करीब से देखा। मानव-मूल्यों के हनन के कारण सांप्रदायिक दंगे होने लगी, आतंकवाद का विस्तार होने लगा, पड़ोसी देशों के साथ युद्ध भी होने लगे।
माधुर है किन्तु मानव से सदा व्यवहार मानव का
माधुर है किन्तु करुणा से भरा संसार मानव का
तुम्हारे भी कभी कुछ क्षण रूदन में बीतते होंगे।
सुनाता हूँ इसी से तो तुम्हें वह वेदना मन की।
उक्त कविता में रघुवीर सहाय ने स्पष्ट किया है कि मानव भले ही छल, धोखा, प्रलोभन, हिंसा आदि कुकृत्यों से क्रूर बन गया हों परंतु उसका मानवीय व्यवहार की समाप्ति नहीं हुई है।सदा से मानव जाति से मधुर संबंध बनाये हुए है। विश्व युद्धों की विकारालता उसे उसके नैसर्गिक गुण से वंचित नहीं करेंगी। मानव संसार सदा करुणा से भरा हुआ है और वह करुणा स्थायी मूल बन कर व्याप्त रहेगी। कवि रघुवीर सहाय ने अपनी कविताओं में मानवता विरोधी तकतों की निंदा की है।बच्चों की कई समस्याओं का कवि ने चित्रण किया है।निर्धन और निम्न वर्ग के लोगों को उपेक्षा की दृष्टि से देखने वाले भारतीय समाज की आलोचना करते हुए कवि ने अत्याचारों के शिकार बने लोगों के प्रति अपनी संवेदना प्रकट की है। इनकी कविताओं के केन्द्र में मानव मूल्य हीन राजनीति को युगीन अव्यवस्था के कारक के रूप में कवि मानते है एक संवेदनशील कवि होने के कारण मानवीय संबंधों को सूक्ष्मतप्र परखने की शक्ति रघुवीर सहाय को प्राप्त हुई है। नारी-मुक्ति एवं नारी-शक्ति का उन्होंने समर्थन किया है। निर्धनता और बेकारी की समस्या को दूर करने की माँग की है। राजनीतिक अवसरवादिता और दल-बदल नीति का खण्डन किया है। कला को व्यावसायिक साधन मानने की प्रवृत्ति की इन्होंने निंदा की है। मानव संबंधों की शिथिलता पर शोक प्रकट किया है। मानव-जीवन की श्रेष्ठता को प्रतिपादित करने की दृष्टि से रघुवीर सहाय की कविताएँ विशिष्ट प्रमाणित हुई हैं।
